About

Marvin Mandel, Maryland's fifty-sixth elected Governor, began his service to Maryland in the House of Delegates in 1952.  He served as Chairman of both the House of Ways and Means Committee and the Baltimore City Delegation before he was elected Speaker of the House in 1963.  He served in that office until his General Assembly colleagues elected him by a huge margin to be Governor on January 7, 1969.  Marvin Mandel again was overwhelmingly elected to two four-year terms first in 1970, and again in 1974, and served as Governor until 1979.   

While Governor, Marvin Mandel received honorary doctorate degrees from eight colleges and universities in and outside of Maryland.  In 1971 he was selected as the Chairman of the Democratic Governor's Conference and in 1972 he was chosen by all of the Nation's Governors to be the Chairman of the bipartisan National Governor's Conference.

His legacy includes an unprecedented record of enduring public policy initiatives such as the reorganization of State Government and creation and implementation of the Cabinet System, as well as the creation and implementation of the State District Court System.  The Judicial Selection Process was established and the State Public Defender System was created and implemented. 

Major initial environmental protection legislation was enacted during his administration.  Other initiatives included proposed constitutional amendments creating the Office of the Lieutenant Governor and major recodification and revision of Maryland State Code. The establishment and implementation of the State Prosecutorial System and Office of the State Prosecutor, were other major highlights of his administration.

Marvin Mandel was born in Baltimore, Maryland, graduated from City College and attended the University of Maryland and received his L.L.B. from the University of Maryland School of Law.  After enlisting and serving in the Army, he returned and practiced law in Maryland.

Today, Governor Mandel continues to practice law on a daily basis.  His law work encompasses many areas but his specialties include Governmental Relations, Contractual Law, State Legislation and Public Policy.  He has prosecuted cases in all levels of the Courts in Maryland including successful cases involving contractual and governmental cases in the Court of Appeals.

Marvin Mandel is a member of the Anne Arundel County Bar Association, National Governor's Association, National Institute of Former Governors, and The Speaker's Society and is on the Board of Directors for First Mariner Bank and The Maryland Public Policy Institute.  In 2003, he was appointed by the Governor of Maryland to serve on the Board of Regents of the University System of Maryland and served on various USM committees including as Chair of the Workgroup on Campus Safety and Security.  Also in 2003, the Governor appointed Marvin Mandel as Chair of the Commission on the Structure and Efficiency of State Government.  Marvin Mandel is the former President of the University of Maryland Terrapin Club and continues to remain active at the University as a member of the Terrapin Club, M Club and is a loyal fan of their athletic teams, especially as a long-term season ticket holder for basketball and football.  He is also an avid fan and supporter of the Baltimore Orioles and Baltimore Ravens.
